Used to be that way. Now, after the Bruen case (challenging NY’s licensing scheme) the Los Angeles city and county are no longer requiring “just cause” statements on the CCW applications. Just about anyone can obtain a CCW now. I don’t know about other blue CA cities or counties but I imagine if LA has dropped the ‘just cause’ (demonstrate an exceptional need) requirement most of the others would too. But maybe not.
Just need to be of good moral character, have some references, already own a firearm (max 3 on a permit), pass some safety and shooting training (was 8 hours, this new law made it 16 hours but not sure if that part was blocked by the ruling as well) and pay the fees. Oh, and get fingerprinted.
