Common sense informs that DoD involvement was for BIO-WARFARE purposes. Why else was DoD involved? Nothing like using world humanity as their test subjects.
FedGov weakly justified (to itself) naming the DOD, on the down-low (public need not know), as the quarterback for its Plandemic response, by saying (again, to itself, with the public chronically out of the loop): We are on a war footing.
So it’s not that the DOD was tasked with attacking any other country. Or even defending the U.S. against an external attack. Moreso FedGov liked the “opaqueness” only DOD can pull off on a major operation.
Now you know why every domestic bad actors like ModeRNA, Pfizer, and tons of other non-traditional federal contractors, all were granted hall passes to misbehave and profiteer at will.
