Someone has been reading about L5, Gerard K. O’Neill and his orbital colonies, (Cylinders 10 miles long, 2 miles in diameter, self sustaining.), or even a Dyson Sphere.

The materials exist in space, asteroids, the possible tech to build them from the '70s.

All well and good until one colony decides they want more.
