How is it possible to misunderstand that the citizens of a state only are legally allowed to vote?


Probably the same way as misunderstanding and thinking that caucusing is a citizen election.

Caucusing is a meeting, not an election. At the end of the meeting there is an election, but not only do not all citizens get to vote in that election, not all party members get to vote. And it’s not as simple as that.

Looks like you misunderstand it also, since that sentence contradicts itself.

A caucus takes place on predetermned date, and in the process there is a vote, and it is only open to citizens of Iowa, and it is as simple as that.
