They don’t. Until they can wave their magic wand and make terrorist groups do what they are told and then stop them without combat putting the so called civilians in danger, is when the pigs hit the ground. Terrorist groups like hamas don’t care what the UN says. And so long as the UN is being so pious by making hypocritical displays of virtue, hamas continues what they do and nothing changes.
