Keep in mind all the non-citizens who were in that last census and are now counted.
The Census Bureau updates that number every two years, but they also use mathematical models to get to their final numbers.
They survey 2-3 million people every two years - then, extrapolate out.
However, I am pretty sure that illegal immigrants do not check the "illegal immigrant" box on the survey.
