i would think that it would take days to completely flood some of these tunnel complexes, and even if it was just hours, there would be plenty of time to evacuate ...
the threat of flooding alone has strategic value even if it is not done. Setting up pipes makes the threat more credible

I’ve read that just one of these huge pumps can pump 18,000 gallons per minute and they have many pumps.
