Northern Mindanao is not a bad place, IMHO, other than the NPA.

I was always told, not to go west of Cagayan De Oro City, because of the Muslims.

My in-laws live in NW Mindanao, in Butuan City.
So far, over the past 10 years I have not discerned a reason to fear anything other than an idiot drunk being mugged at night.
