What I meant was IMHO Madison assumed the constant churn of representatives every 2 years would prevent Congress from becoming a kleptocracy.
The Founder's design depended on a myriad of constantly moving parts to defeat the human instinct of holding power.
So I believe Madison never thought the conditions would exist to weaponize expulsion from congress as a purely partisan and political too.

Congress has also farmed out some of their authority to the Executive. It’s a great gig - do less work and get more $.
