Children's legal paperwork is generally handled by their parents or guardians as a rule.
There was an nasty little ISIS whore that got a bit of a surprise when they checked her paperwork and discovered her parents were diplomats at the time of her birth and so she was never entitled to jus soli citizenship.
We should just move to jus sanguinis citizenship and be done with this stupid mess.
Largely, since we no longer have imported slaves. Still, though, people marry foreigners and that gets sticky.
You can do one of the following, if one parent is a citizen then the child is automatically a citizen. Or (this is my preferred) if one parent is a citizen the child is duel until they turn 18 at which point they get to pick one or the other.

Back in 2006, there was a contract employee working at one of our midwest plants who we had to terminate because his green card expired.
He contacted our corporate HR, trying to get his contract renewed because he had reapplied on a timely basis but typical of the govt., it was being delayed.
We told him once it is renewed to contact us and we would rehire him if we needed him.
“As a member of your parent’s household at the time of your birth, you also enjoyed full diplomatic immunity from the jurisdiction of the United States,” the letter obtained by The Washington Post stated. “As such, you were born not subject to the jurisdiction of the United States. Therefore, you did not acquire U.S. citizenship at birth.”

I have a close friend who was only a few months old when his family immigrated from Holland. He’s now 67 years old but about 15 years ago he was contacted about his immigration status. Somehow their records didn’t show him being legal. Even after producing all his family records, it still took several months to resolve.
When he first went to their office, which was covered in posters in every language except Dutch, he decided to mess with them and had friend asked them to provide a Dutch interpreter, but they said there wasn’t one available and that he would have to wait several weeks for them to get one in the office for him. He was pissed and first cussed them out in Dutch and then cussed them in English.
