If I recall correctly, at the point of the muzzle flash, the barrel’s vector was closer to her hip than neck.
Recoil would have pushed the barrel upwards.
She was shot in her lower lung.
Her lungs filled up with blood and trickled out her mouth.
I saw it so briefly, with all the commotion around her, that I’ll go with your observation. I remember her falling hard from the doorjam’s window sill onto the floor, and the blood beginning to pool around her neck (looked like a carotid artery was hit), until the camera went to a crowd shot, and then she was moved from the fall point.
At that range, from hip to neck would be a quick, small distance barrel move of ~2”, IMO. The black cop raised his aim from a hip wound to neck kill shot.
The bullet could have been deflected by the window frame in the door, perhaps?
