Notice that the letter gives a person discharged the ability to change (upgrade) their discharge. But it does not require them to re-enter the Army.

If it were me I would get my discharge upgraded to an honorable, and never consider re-entering. Once I got my upgraded discharge papers I would politely tell them to FOOK OFF.
