Given the current state of libel/slander laws, it would be difficult to get any kind of judgment against the yapping little female dog ...

But yes, it’s defamation.

No. American libel law permits you to say practically anything about powerful public figures, or those campaigning for high office. It's one of the First Amendment's limits on libel law.

Libel law is far weaker in the U.S. than in England, due to the First Amendment. It's why some celebrities (e.g., Johnny Depp) sue for libel in English rather than American courts, if they possibly can.
