They’re gun shy for a variety of reasons.
1) Thin margins in the House, with an unorganized party, almost zero discipline, plus Representatives in swing districts, it’s a recipe for “we don’t have the votes.”
2) Some think impeachment will backfire with the public like it did with the Slick Willie impeachment, they’re afraid and don’t really believe in it.
3) Many know that whatever the democrats say & spin will be carried by the media in favorable light. The GOP will be cast as villains who don’t have any policies so they’re “after Joe.” Unfortunately, a certain percentage of the public will believe the lies and vote accordingly.
4) Others want more evidence and for that evidence to swing the public, especially independent voters towards impeachment.
5) Some are bought off & work for DC.
