I don’t think it’s remotely possible for any government body to have lower ethical standards than the federal legislature, where almost everyone enters with some normal net worth and then leaves as a multi-millionaire.
IIRC the Senate has exempted itself from many of the normal ethics rules that govern other Federal employees and most Americans.
