Re-reading your post, by the good guys, do you mean the department, which suspended the seven cops, or the cops themselves are the good ones?
I assume the case has been cleared by the elimination of the shooter. So it seems okay to release the evidence. It also seems odd that someone wants the manifesto to remain secret although nobody has asked a judge to seal the stuff.
