Closing rural land to Whites is part of the original Agenda 21. The plan was to herd people into urban zones and return the rural land to its rightful owners. These urban zones were to be connected by multi-modal corridors of transportation with limited on and off ramps and connected internationally by free trade zones and ports.
There used to be maps put out by the UN that detailed these corridors and trade zones. I think that they were called Gateways. Anytime you saw a public transportation or trade project labeled a Gateway, you would know that this part of the plan, or at least wanted to be included.
