Surely. We know that Chicago is notorious for youth especially in the gang/murder/shooting department, many of these kids never learn to read, math and so forth and in the end if they stay out of prison they still are unable to attain a decent job because of these limitations. OTOH many of the border stampeders in the big cities (Chicago in this case) are brought in by the parents and are enlisted in public schools. It is these kids who learn English and basic skills because they want to, not because they are littered/tainted by the ghetto life that they are familiar with.
Would think that this sort of situation might raise test scores a bit.
it's IMPOSSIBLE for teachers in Chicago to flunk any student. CPS (Chicago Public Schools Admin) and CTU (Chicago Teachers Union) have such stringent rules in place, teachers won't bother taking the time & effort to flunk anyone as it endangers their own job in doing so.
Immigrants aren't improving GPA's. They're just more chattle for CTU and CPS to manipulate.
CPS and CTU are also why there's a substantial decline in enrollment in Chicago schools. Families with the means are moving OUT of the city and out of CPS and CTU territory.
Those that may not be moving out are either homeschooling (doubtful, IMO) or sending to private schools (doubtful but perhaps in some limited cases.)
What this means is that CPS' GPA would very more than likely be DROPPING, not rising.
Look at the enrollment stats for CPS: @14% White and Asian. Rest minorities.
Whites, Asians and those minorities with means are moving OUT of Chicago.
The only logical conclusion one can draw with all this knowledge, is that CPS and CTU are inflating the GPA Averages. No other conclusion including mass illegal immigration makes sense. Statistically impossible.
