Yes he did. So people, such as yourself, who understand the political process know that Iowa's job is not to pick the winners.

Iowa's job is to weed out the also-rans. Since it is a caucus state, a candidate needs to prove they can organize and get a base of supporters together. If they can't even muster 5%, that is a good signal for them to quit and let the big boys and girls play.

Since the advent to of the Iowa caucuses in 1976, only once has someone in the top 3, R or D, has not gone on to the party's nominee. (John McCain was barely in 4th)

So on the R side, whether it is Huckabee, or Santorum, Cruz, Trump, or Santa Claus, if they finish top 3, Iowans give other states a good signal on who the best candidates are, and have the organization to win nationally.
