WEBSTER GROVES, Mo. (KMOV) - Police have identified an alleged suspect who was killed and another who was arrested and now faces murder charges following an attempted carjacking early Saturday in Webster Groves.
Webster Groves Police identified the alleged suspect shot and killed in the incident as 19-year-old Javion Bibby. His alleged accomplice, Ronnie Jewett, 18, has been charged with second-degree murder in his death.
Under Missouri law, a person can be charged with murder if the death occurs during the commission of a crime they are an accomplice to.
Jewett is also charged with armed criminal action, attempted stealing of a vehicle and tampering with evidence in a felony prosecution.
Police said the agency presented its investigation to St. Louis County prosecutors and the man who shot Bibby will not face charges.
According to an earlier news release, Bibby and Jewett allegedly tried to steal a car at about 12:29 a.m. from the parking lot of HotShots Bar and Grill in the 1200 block of Laclede Station Road. When officers arrived at the scene, they discovered Bibby dead from an apparent gunshot wound.
The victim of the carjacking was located at the scene and in possession of his firearm. He told officers two men wearing ski masks confronted him near his vehicle, and fearing for his safety, he shot one of the suspects.
Jewett fled on foot and was arrested shortly after near Affton, according to the release.
Amelia Means left her car at the HotShots parking lot overnight.
“The whole entire parking lot was all taped up,” Means said. “A bunch of us were standing outside kind of waiting to see what happened. Pretty much everyone ended up Ubering home. We were probably out here for an hour and 15 minutes or so.”
Means said she was shocked that something like this happened in Webster Groves.
“I’m in this area all the time,” Means said. “This is the last place I would think it would happen.”
Hangasu Abdullahi was going into HotShots on Saturday when he first heard about the incident.
“Kind of crazy,” Abdullahi said. “This is supposed to be the nicer part of St. Louis, so to hear that happening makes me realize everywhere is crazy no matter where you go.”
Abdullahi said he was not surprised the shooter will not face charges.
“It’s completely to be expected because if it was me in that situation, I mean, I don’t have a gun, but if I did, I would probably react the same way,” Abdullahi said.
Abdullahi said this is another reason to stay vigilant, especially at night.
“I don’t leave my house after like 9 or 10 p.m., and if I do, I make sure it’s a highly populated area,” Abdullahi said.
Jewett is being held on a $1,000,000 cash only bond.
Javion is the kind of name I expected, but Ronnie? Ronnie doesn’t sound like a name from the Hood.

Dang- now Ronnie Jewett is gonna have a very hard time being recruited into new gangs or recruit8ng partners to help him commit more crimes. The prospect will be like “aren’t you da dude what kilt his partner during a carjackin? Um, I think I’ll pass pal, no off3nce”
It's unlikely to be somebody named after Ronald Reagan or the brunette from Riverdale.
Thieves tend to go the 'the nicer parts' because that's where the stuff worth stealing is.

Police have described them as belonging to an “organized crime car theft ring”. Pictures of the decedent show him either pointing a gun at the camera or showing a fan of paper money.
Trouble with roll ‘em up for the car windows is over half the chase scenes in shows like CSI Miami and Chicago PD have the windows shattered by rounds fired through them.
A quick Google search of “webster groves carjacking” had over 35 articles before I stopped scrolling. Ones using “bump and run” in around a quarter of them, many carjacking crimes from the past 2 years or so before this date.
Must be a bad place.
