DC Police should have shot at least one of these UNARMED thugs. It’s their duty!
The D.C. police don't have jurisdiction along that stretch of Pennsylvania Avenue, right in front of the White House, where the street is closed. The Secret Service does. The U.S. Park Police have jurisdiction in Lafayette Park, on the other side of the street.

No, what should have happened is really a no-brainer. ANYONE observed violating any applicable law should have been immediately arrested and jailed pending further processing in accordance with applicable law. Failure to have done so was an open invitation to further criminal activity, and therefore a valid argument can be made that failure to carry out its duty in accordance with applicable law makes law enforcement personnel complicit in whatever crimes were committed.
