That’s true, but it’s also been suggested that FDR knew of the planned attack and deliberately stalled the Japanese diplomats. We’ll never know for sure.

BTW... what does a treaty/alliance/cease fire mean if one of the parties has no intention of holding to it?

I remember reading that, when the Nazis crossed he border from Poland to Russia in WWII (breaking their alliance pact with Russia), Stalin was SO stunned at the betrayal that he went into seclusion for days, without speaking to anyone... as the invasion raged.

When asked “Why was Russia unprepared?”

He answered, “Only agressors are perpared.”
