Newton actually, but yes it’s an important thing. Conservation of energy means you cannot make things like perpetual motion machines to get free energy. CO2 is already at its lowest energy state, and to rearrange the atoms into fuel you need to put energy into it first.
I believe it was Julius Mayer who said it first, but irrespective of who said it first it’s a law that neither Biden nor congress rescind.
