It doesn't say anything about having to be charged or convicted of insurrection.
No, but as with all the elements of the Constitution, this is backed up by US Code. See the links to Title 50 and Title 18 which contain the laws pertaining to the 14th amendment.
One cannot be charged simply by citing an element of the Constitution, there must be a law to be indicted against by a grand jury (according to the fifth amendment).

The way I see it, this POS isn’t qualified to testify about anything other than Chinese honey traps. I will say this for him, at least it was a female spy that he went for, and an adult one, at that. Can’t say so much for many of his fellow Congresscritters.
