According to the article, police say they called to inform her he was dead.

Cuz they’re so busy that they can’t make an in-person appearance to tell someone that a family member is dead. I don’t know what policy is but there can’t be so many people that the police have to report dead that they cannot do it in person.
Death notifications are supposed to be done in person by officers.
