Given that Russia has had diplomatic relations with the Palestinians since the days of the USSR, it should be unsurprising that they would likewise treat with Hamas diplomatically since they attained a legislative majority in 2006.
Some might also be surprised that the majority of the world does not consider Hamas a terrorist organization; as far as I’m aware, only Australia, Canada, the European Union, Israel, Japan, Paraguay, the United Kingdom, and the United States do.
