I can only take a wild guess, but here’s what I told Mr K (not the one on this forum) the other day: Because whoever was supervising him didn’t want to rattle his cage. The “If I fire or reassign him, he might flip” type idea. I know that would be pretty out of line thinking in the Army of yesteryear, but today I could kinda see it happening.
I’m no expert. Maybe someone was more than aware he was a ticking time bomb - and they were okay with him going off.
Maybe the psych person who was responsible for reporting on him wasn’t taking his complaints very seriously and didn’t see him as that much of a threat.
Seems like the new hearing aids had a lot to do with him snapping. Kinda weird.
It would be nice to know, huh?
