“Government is liable here for allowing a mentally ill diagnosed person loose with no care, follow-up, ongoing therapy, etc.”

Funny how often the government “misses” individuals like this. Worse, although I possess an evil mind, I would never suggest that something like this was intentional.

Common thread in most if not all of these incidents is that the person was mentally ill, the government and law enforcement was aware of the person, nothing was done. We need to find a balance and have the required infrastructure to help the mentally ill get treatment and on a path to a normal life. The upfront costs would be covered by aiding society rather than kicking these folks into the streets for a life of crime and alcohol and drug abuse.
