The legal infrastructure of law firms and environmental groups are so entrenched now that any project faces certain delays until “they” bill enough hours and probably lose the case.
It would be cheaper to just pay them off up front and IF you see any kind of energy project that sails through without years of legal wrangling you can pretty much bet that is what happened.
