Seen it at least a hundred times over the years. Just a small leak in a small insignificant branch line in Ca hits the news and all of a sudden the prices jump a dollar a gallon nationally...
I was in the Natural Gas business. Price Fixing is a Federal Crime.
Oil Companies are heavily regulated. If there is an oil leak, especially in California, you can bet the Environmentalists will bring down hell on the producer at a local level as well as at the Federal Level. Please document the leaks you know of that were not reported to the local and the Federal Governments.
