The leadership can distribute benefits and penalties in order to get the votes together.
Gaetz and company had nothing to offer, and having set an example of rebelliousness for the rest, they were in no position to “whip” anyone.
If you don't see that Gartz and the others were in no position to “whip” 218 votes, then no one can help you.
No. I'm the one who said that Gaetz was in no position to "whip" 218 votes. You can't even "see" correctly what I posted.

Geez, the leadership in a position of power whipping up votes to see who should be in leadership.
What ever could go wrong with that?
Look around. Our current leadership doesn't play hard ball with the president and the Senate. It takes all three, both legislative bodies and the president to get something done. From Boehner, to Ryan, to McCarthy, our "Young Guns" are establishment cowards who have failed. Our dollar has become a joke. Our debt has destroyed our savings and has become a security risk. We are reaching a point where we can no longer fund our own defense.
A noncorrupt bold leadership whipping up votes on various things is a good thing.
BUT, there obviously comes a point where the leadership has become so corrupt, so cowardly and so inept, that you can't have them whipping up the next leader. They need to be replaced, by the representatives of the people, without any fear of retribution.
Sure it's a difficult messy task. But there is no alternative.
You don't see that, do you.
