The Army Needs a Lot of Money for Barracks, But It's Fighting for Pocket Change

Back in the 70s, when the Air Force and Army repositioned in Germany so that the Army could be in better position for the Fulda Gap, the facilities the Army left around Ramstein were atrocious. The Army's philosophy was that they may be "moving out" any time, so they didn't want to spend any money on facilities. The Air Force was just the opposite, so they spent large sums refurbishing the facilities the Army left.

I was in the Army 71-78. Barracks I lived in Germany were all run down. I was at Ft. Monmouth NJ from 76-78, as an E-5 they put me in a 40 man bay room. Made E-6 and they put me in a roach infested BEQ room. Hundreds of roaches coming out at night, everywhere in your bed, clothes and lockers.

I was Army ADA at Spangdahlem and Hahn from 77-81. Air Force facilities were far superior to other branches, probably still are.
