Is this a referendum question? If so how did it wind up on the ballot? If it’s just a proposal in the legislature why wasn’t it killed the moment it first appeared?

Yes it a referendum on the ballot. Polling I have seen shows it will pass with close to 60% majority. That is heartbreaking, but well, democracy.
