While some of the miles were replacement miles, the so-called existing "fencing" could be breached by a four year old. In some places you could simply step over it, others, a simple short ladder would suffice. Now juxtapose that with the ACTUAL Wall Trump build 30-feet high steel in Concrete.

Where Trump's wall replaced existing "Fencing" the wall became effective, whereas before, it was really a symbolic wall at best.
