The deal, if you review how it was constructed...after this conviction is done...he is return to Peru and serve the sentence for the girl killed there (something like 28 years).
After that, he is supposed to be returned to the US and serve the remainder of his US sentence. It’s a complicated deal and likely to be challenged in a US court, and I have my doubts that he will return to Peru.
Consecutive means his other sentences would start in sequences as finishes his time on each sentence. But concurrent means at the same time.
Perhaps, he would serve of his sentence in America, if there was time left over after servicing his sentence in Peru.
