If you already have $10 you are going to spend on humanitarian assistance. And I want to give you $10 but I don’t want you to spend it on terrorism and insist that you spend it on humanitarian assistance. You will simply spend the $10 you WERE going to spend on humanitarian assistance on terrorism and gladly agree to only spend the additional $10 I will give you on humanitarian assistance.
This problem can NEVER be solved. The only solution is to NEVER give anything to a terrorist.

Spend the $10 on killing terrorist.
Killing terrorist will make the $10 spent on humanitarian unnecessary in coming years.
Wipe out terrorism in the Middle East and very few people will need assistance.
