Russia isn’t flying bombers over Ukrainian cities because it can’t. Russia isn’t firing swarms of big, dumb, rockets at Ukrainian cities every day, because it can’t. Russia isn’t firing a couple of dozen smart rockets at Ukrainian cities every day, because it can’t.
Every two or three week, Russia cobbles together a couple of dozen old, dumb, rockets, that have been tinkered with until they, most of ‘em, anyway, are a greater threat to Ukrainian civilians, than they are to the launch crews, adds to them a handful of newish rockets, and lets fly at electrical plants, apartment complexes, and whatever else lies at the end of their flight, because that is the best Russia can do.

Maybe not leveled, but they’d be taking out DOZENS of fully occupied apartment buildings, killing hundreds at a time. Instead the occasional hits on civilian structures in Ukraine almost always end up being of Ukrainian origin (whether intentional or not, I won’t go there but it is not beyond the Neocons to do false flags).
