He is saying swampy things.
Wants to change the Motion to Vacate. Which can be interpreted as “I want to be able to advance legislation over the majority of my own conference in order to keep the wheels turning.”
You want to change the Motion? Okay. You can require more than one person be involved in such a thing EXCEPT FOR ANY INSTANCE OF ADVANCING LEGISLATION OVER THE MAJORITY OF THE CAUCUS. If such a thing takes place, the Motion to Vacate is triggered instantly, without need for anyone filing the form.
Then it gets interesting.
So, when did that happen? Seems like a bogus issue to me. Whatever else McCarthy did or did not do*, last week the majority of the Republican Conference and McCarthy were on the same page when it came to advancing legislation including the last CR that failed. 70% of the budget had been passed by the House, and specific to last week 3 more appropriations bills were passed. My local rep (pretty conservative) also confirmed that in an interview on local radio.
The thing that happened over the majority of someone's conference was McCarthy getting the boot.
*I still want to know what happened to the process of getting back to "Regular Order", because my Rep's office told me early last summer that was progressing -- I e-mailed them about it again, yesterday, but no response yet.)
He advanced the debt ceiling legislation over the conference majority. And that CR originally had Ukraine funding in it.
One note - if I understand it correctly, my Rep. voted against the final CR because he had “room” to do so (and not PO his constituents). But had that room not existed (close vote) he likely would have voted to avoid a shutdowm. Right or wrong, a lot of Republican Reps see a shutdown the media and Dems can pin on the Republicans as a “third rail”. One can’t advance Conservative legislation if voted out of office...
There wasn’t regular order because the bills were not coming out of committee. You have to get these bills out of committee. The Democrats were blowing up budgets on all of the bills. So then it was the conservatives who killed them in committee. Hence we couldn’t get these bills to the floor. Thomas Massie was on Mark Levin’s show and explaining this. The Democrats were playing us. He said you can’t have it both ways. Regular order or whatever r whatever comes out of the committee, goes to the floor and by the way at the same time, we need to cut the budget. It has nothing to do with violating a promise of regular order or anything else. However on Greg Kelly’s show he pointed out that McCarthy was kind of lazy and didn’t think out of the box and he hadn’t even talked to Biden the whole time he was speaker and just didn’t have “it.”
Republicans voted for the debt ceiling bill 149 to 71.
The CR did not advance until the Ukraine funding was taken out.
Huh, if McCarthy had talked to Biden he (McCarthy) probably would have been accused of making a secret deal(s).
Anyway, thanks, that does confirm a suspicion I had that the blowing up of the appropriations bills was the two sides butting heads in committee — but I don’t really see what McCarthy could do about it, and as you say, it wasn’t him violating a promise of regular order, as he was accused of.
If one is going to complain McCarthy didn’t come up with a solution, ok, that’s a valid complaint, but I think it’s greatly mitigated if the complainer doesn’t have a better idea. In business, we’d get together to brainstorm, not rip each other’s throats out.
Anyway, listening to Jordan, I think there is a chance this may work out ok. I don’t even think his “demands” regarding Ukraine aid are out of line — I’m guessing 9 out of 10 average Ukrainians want money to go where useful, not to some corrupt oligarch’s yacht fund. (Granted that most of what’s sent is weaponry, and the big $$ are in the bigger, easy to track stuff.) Biden defining the “mission objective”, well, that’s problematic. I’m not sure how that gets out of the brain going to goo. And if Biden were honest, he’d have to admit failures going all the way back to Obama. IMO the truth is any further failure of US credibility as a defense partner is utterly disastrous, will lead to many millions if not a billion or more people getting killed, and at best we barely survive it with a defense budget on the order of $3 trillion a year, in 2023 dollars, for quite some time.
I might have given Tony Blinken a little credibility, but the $6 billion ransom to Iran has nixed that. :-(
Conservatism is reduced involvement of government in life.
There is no such thing as conservative legislation. Any legislation increases government involvement in life.
Conservatives in govt should not be demanding the ability to get things done. Conservatism is Not getting things done

There are 22 GOP Congresscritters who represent Districts Biden won. The next Speaker has to get their votes also.
This is one of the biggest flaws in Conservative Inc.
I see this all over Social Media. Conservative Inc seem to think they can simply impose their dogmas on everyone else. If they don’t get their way immediately, they go into screaming fit mode.
That is not how Congress works. That is not how politics in the US Constitutional Republic works.
If Conservative Inc wants someone to impose their dogma on everyone else for them, they will need to make someone Dictator. However, as a student of History, I will tell you that “cure” is worse then the disease.
The only dogma is do nothing. Conservatism is minimal government.
That doesn’t mean pass legislation — to do anything.
BTW how many Dems are in districts or states that Trump won?

It makes no matter how strongly you feel about something when maybe 15% of US voters agree with you.
Politics in a Constitutional Republic is not going to give you only what you want and nothing that you don’t want
That’s not really relevant to not allowing legislation opposed by the majority of your conference.
This obsession with keeping the wheels turning is what generates abdication of responsibility to represent. Not lead. Not keep the wheels turning. Represent the voters.
The Swamp is delighted to be persuaded that a shutdown will cost the GOP the House. There is no proof of it.
1995-6 a shutdown occurred. The 1996 House was GOP 226, losing 4 seats and 1 of those to an Independent. In 2013 there was a govt shutdown. The House in 2014 not only remained GOP but expanded the margin.
The media was no less Dem friendly then as now.
There is no horror associated with the wheels not turning. The House need not move towards whatever Senate position exists. So there is no need to put forward legislation opposed by the conference majority.
No changes to the current vacate rule.
Not another penny for Ukraine weapons.
