It depends on the issue. He clearly was using the bureaucracy, the “Deep State” when he directed the Department of Justice to start a review of bump stocks with the intention of banning them, and which they eventually were.
That’s power - Deep State power. And President Trump used it.
Used it to achieve aims may not be ideal or desired even. But it sure doesn’t make him Uni Party. Hopefully we can agree to disagree here.
