The very best “next step” would be to send Joe with Commander. Hopefully they have a no-kill shelter around there somewhere.

Unfortunately I don’t believe you can safely, ethically, or legally remove a biting dog. Could be mistaken. What shelter would take a dog with that biting history? A shelter would quarantine until established not rabid then destroy it.

Sorry, that dog should be put to sleep.

ANY CANINE that repeatably bites a human needs to be put to sleep.

That is because the NEXT time it could be a CHILD in the FACE.
