I think what had happened is that the Brits wanted to save the lives of the non-German Nazis who fought the Russians (regardless of whether they massacred several hundred thousand civilians along the way), and so sent them to Canada (which was pretty much part of the UK at the time). What’s upsetting is that Canada then PROTECTED these mass murderers, even when told who they were by Jewish organizations. But I guess Canadians will be Canadians.
