An interesting comparison between the "seat of federal power" and where so many of the federal folks live (listed by size of percentage -- 2020 ) and Cuellar's district.... "Black" is highlighted, so that any who wish to accuse with the term, racism, will note "race."

White alone (NH) - 37.96%
Hispanic or Latino (any race) - 11.26%
Asian alone (NH) - 4.81% etc.

Demographics of Henry Cuellar's (Texas's) 28th congressional district

78.5% -- Hispanic
15.09% -- White
4.02% -- Black
1.43% -- Asian

Look's like Cuellar's observed something, which basic demographics also observes. The question isn't "black" per se, but Democrat-led black-tinged inner city politics. Wowser, Bowser. Defund the police! Reduce bail and penalties. Free the criminals. Yeah, that's the ticket.
