They aren’t!!! - But the federal government IS DEEPLY INVOLVED in all of these issues. So Trump is right to address the problem .

You’re right, of course, but the problem stems from the laws that were intentionally written a vague way, so that the agencies could interpret them in the best way, for a given time period.
The problem is that the people who wrote these laws thought that the agencies would remain staffed by white men...and that, of course, is no longer the case.
