I believe it is already illegal for Californians to bring ammo into the state. And California already has border checkpoints on the Oregon, Nevada, Arizona lines looking for fruit—but oddly not with Mexico.

Many years ago, sportsmen pushed for a Federal tax on hunting and fishing gear to be used for conservation purposes. So there is a precedent for such taxes.

Exactly. The government cannot impose an excise tax on fundamental constitution rights such as rights protected under the 1st and, in my opinion, 2nd Amendments. There have been several SCOTUS cases that have struck down excise taxes assessed against media, above and beyond the customary taxes that may be assessed on any other commodity, i.e., standard sales tax.
