During the whole video segment the admiral doesn't move a muscle and never speaks.
That's what he looks like the whole time:

It doesn't even look like a chair. It looks like he is lying on a bed filmed from above.
I wouldn't give him a clean bill of health based on that evidence. If Russians would want to counter the rumors that he is at least grievously wounded then they could have done so easily. He could have stood on his own feet, said something and waved. Instead the Russians spread him looking near death like this picture.
