If legal immigration is so great, why do we restrict immigration from Western Europe versus other regions of the world?

Western Europe is developed. Even if we were to recruit immigrants from Europe, not many would accept our invitation. Why would they leave their home to a strange country far away from their family and friends?

Why should we "recruit" from "undeveloped" nations/regions?

And plenty of people would love to come here from Western Europe.
