Correction, they will TRY to punish them.
Oh, just because they are strong and stand up to the punishment, it is still a punishment. These will lose money, be cut off from commerce, be subject to the intrigues of mid-levels operatives who are either against the policy, or can be bought (or both). More color revolutions when practical.
So yes, they are punished.
