Because it conflicts with the amendment it cannot legally it become a legal law.That wouldn't stop over half of the citizenry from allowing it to happen. If it did somehow make it's way in to the constitution, would it be used as a precedent to allow future amendments without regard as to their legality/constitutionality ??
