It’s an important step, and actually I think it benefits the PR aspect in that a full-on impeachment, per se, at this stage would look more like tit-for-tat on the part of Republicans and potentially diminish the credibility of the evidence in the minds of the fair-minded people who need to be convinced.

Don’t they need to do the investigation first ? The important thing is that it can be used against him in the campaign to give weight to Trump’s claim this is the most corrupt administration in history.

Biden's crimes should stand on their own. This impeachment process should not be regarded or treated as a vengeful reaction by one political party against another.
