You can look back at discussions/debates that were had here on the subject of repeal. The Founding Fathers intent went out the window by the early 19th century, when elected Senators discovered they didn’t have to resign when the opposition party won the legislatures, but could hold on for the full 6 years, hoping their party would regain control again. Sometimes it worked, sometimes it didn’t.
